Explained: Construction site safety: the hierarchy of controls, and why it decides most questions

Site Safe's Foundation Passport is the health and safety card a lot of New Zealand construction sites ask for before you start. This bank practises the underlying HSWA knowledge so the course day is revision rather than first contact.

What the Foundation Passport covers

The Foundation Passport — Building Construction course is delivered by Site Safe and assessed at the end of the session.

The content is built on the Health and Safety at Work Act 2015 and the practical routines that follow from it:

  • Duties of a PCBU, workers and other duty holders under HSWA 2015
  • Risk identification, and the difference between eliminating and minimising a risk
  • PPE — what it does, what it does not do, and where it sits in the hierarchy of controls
  • Common site hazards: working at height, plant and machinery, dust, noise, hazardous substances
  • Notifiable events, and what must be reported and to whom
  • Site emergencies, evacuation, and first response

The HSWA ideas worth knowing cold

The hierarchy of controls is the single highest-value thing to have solid. If you know that elimination comes first and PPE comes last, a large share of questions answer themselves.

Worker engagement and the right to stop unsafe work are the second. HSWA puts a duty on everyone, not just the site manager, and questions often test whether you know that.

Notifiable events are the third. People confuse 'serious' with 'notifiable'. The category is defined, and knowing what falls inside it is worth the five minutes.

How to prepare

Sit the free practice before the course. If your background is trades experience rather than paperwork, you will likely be strong on hazards and vague on duty holders.

After unlocking, drill HSWA, PPE and emergencies separately, then run mixed sets so you practise switching between them.

This is preparation for the course, not a substitute. The passport comes from Site Safe, not from us.

Common questions

No. Only Site Safe issues the Foundation Passport. AllSorted is independent practice to help you walk in prepared.

No. They are original AllSorted questions written around HSWA 2015 and published Foundation Passport topic areas.

That is set by Site Safe and varies by delivery format.

Yes, if you want to refresh before a renewal or a site induction. The content is the same underlying HSWA material.
